If wanting to actually wear, it can fit over other sizes of skates. These look profesionally made. I can not find any matches when searching Ronalds ice skating, but guess this was used for different promo ice skating events. They have a stronger magic marker type of smell, especially since I just opened the box that they were stored away in.
